Complete 8-hours BPDG Hawaii Security Guard Card Training
This program is the complete 8-hours, Board of Private Detectives & Guards security guard course. This training complies with all classroom requirements as specified in HRS § 463-10.5. The coursework is comprised of ten (10) Lessons and a final examination.
All lessons must be completed before the guard is assigned to duty.
Lesson 1: The Power to Arrest
State and federal law regarding the legal limitations on the actions of guards concerning arrest as these issues relate to guard work.
Curriculum:
- HAR §16-97-16(a) and HRS chapter 803.
- What is an arrest and how it is done (HRS §803-6).
- Who has authority to arrest (HRS §803-3).
- Use of force in making an arrest (HRS §803-7).
- Define an implied arrest.
- Define a false arrest.
- Who can conduct an interrogation (HAR §16-97-16(c)).
- State and federal laws regarding legal limitations placed on the actions of guards.
- Techniques, liability, and company requirements relating to the arrest of an individual.
Lesson 2: Search and Seizures
State and federal law regarding the legal limitations on the actions of guards in search and seizure as related to guard work.
Curriculum:
- Define search.
- Define types of searches.
- Resolution of seized property.
- Stop and frisk (HAR §16-97-16(b).
- "Fruits of the crime."
- Evidence collection and the chain of custody.
Lesson 3: Use of Force
State and federal law regarding the legal limitations on the actions of guards in the use of force as related to guard work.
Curriculum:
- HAR section 16-97-16(d) and HRS chapter 703.
- 18 U.S.C.A. § 242, deprivation of rights under color of law.
- Prohibition on security guard carrying weapons (HAR §16-97-17).
- Use of reasonable, necessary force (HRS chapter 703).
Lesson 4: Site Safety and Emergency Response
Access Control, Safety, Fire Detection and Reporting, and Emergency Response.
Curriculum:
- Access control for vehicles and personnel.
- Warning signage/postings.
- Automated access control systems
- Identification procedures and security identification.
- Alarms and closed circuit television (CCTV).
- Criminal trespass HRS§708-813 and 708-814.
- A safe work environment.
- Emergencies (e.g., fires, power outages, earthquakes, hurricanes, tsunamis, etc.).
- Detecting fires.
- Types of fire alarms and extinguishers.
- Evacuation procedures and routes (e.g., stairs, elevators, hallways, doors, etc.).
- Emergency preparedness plan.
- Emergency Contact numbers.
- Emergency Response (e.g. bomb threats, hazardous chemical leaks).
Lesson 5: Homeland Security and Terrorism
Homeland security issues and procedures.
Curriculum:
- United States Department of Homeland Security.
- Background
- Areas of Responsibility
- Security Measure types
- Current trends in domestic and international terrorism.
- Counter-terrorism strategies.
- Pre-incident threat identification.
- Threat level assessment.
Lesson 6: Communicating with Public Authorities
When and how to notify public authorities.
Curriculum:
- Who to notify in an emergency (e.g. fire, police, medical emergency, natural disaster, terrorist attack).
- When and how to notify specific public authorities.
Lesson 7: Observation and Incident Reports
Techniques of observation and reporting of incidents, including how to prepare an incident report.
Curriculum:
- Observation techniques.
- Observation of suspects and suspicious activities.
- How to write an objective detailed report (who, what, where, when why, and how).
- Ways to ask appropriate open-ended questions.
Lesson 8: Fundamentals of Patrolling
Curriculum:
- Patrolling techniques and method.
- Suspect contact and suspicious activity.
- Utilizing appropriate questioning.
Lesson 9: Professional Ethics
Curriculum:
- Ethics and professionalism.
- Avoiding conflict of interest.
- Protecting persons and property.
Lesson 10: Professional Image and Aloha Training
Curriculum:
- How to look and act professionally in all situations.
- Taking pride in the work.
- The importance of a good "First impression."
- Showing the "Aloha spirit" (HRS §5-7.5)
